Potential Quincy Origin Story/Council Setup

Global Quincy Councils
Born in the ancient nomadic civilization of Xiongnu in the steppes that would come to be known as Mongolia, the Quincy have a long history behind them. More than any other surviving Spiritualist clan. During and after the Hunnic invasion of Europe, Quincy spread across the western world, integrating into both Roman and Barbarian Society alike. By the time the Mongolian tribes were united under Temujin Genghis Khan at the beginning of the thirteenth century, the western Quincy had become warriors and clergy, using their powers to protect the people from both Hollows and evil spiritualists abusing their powers, with the Holy Roman Empire fast becoming the center of the western Quincies. It would not be long before the Mongols conquered the majority of Asia, spreading an 'eastern' Quincy culture.
Being as scattered as they were, the Quincy organized themselves locally into local councils comprising large regions (such as a duchy, for example.) Among Eastern Quincy, these local councils served alone, providing support and guidance to young Quincy, subservient to their local leaders as well. Among the Western Quincy, however, things were a different matter. Each local council sent a trusted ambassador monthly to a meet in a national council to discuss matters, which in turn sent ambassadors to convene with the High Quincy Council in the Holy Roman Empire (at a place which would eventually grow into a city known as Munichen, or Munich, by the monk's place) with the Ambassador from Rome acting as figurehead.
Marco Polo's discovery of the East, Quincy were sent to investigate the lands, and learn what could be found. Over the course of a few decades, West and East Quincy joined together under the Western System (though large provinces such Manchuria often served as 'nations'), using Tibet's city Lascha (The City of the Sun) for the Annual Council for the Annual Council, and all Quincy National ambassadors convened together once a year in Constantinople to discuss events towards the continued protect society, manipulating it towards their own ends. It's because the East followed the West (which had it's core in Munich) that various Quincy artifacts, techniques, and spells most commonly bear German names today.
Over the next several hundred years the Quincy prospered, serving as warriors and priests, guiding society from the shadows. During the 1700's, the Quincy organized a broad scale Hollow hunt. Through the use of Hollow bait, as well as bait-and-lure tactics with their own Reiatsu, these Quincy slaughtered hollows by the thousands, and thus stirred up great peril for their people. The Shinigami grew worried about the rise of these humans, and eventually decided to cull the potential threat - a decision which later became known as “The Great Quincy Purge”. When it had finally ended, the Quincy were mere fragments of their former strength and brought under the tight restraint of the Gotei 13. As such, the great councils of Munich, Lhasa, and Constantinople ceased to exist. So scarce was the Quincy remnant, that those who remained huddled together into tight family units, communicating with the national council only periodically, and only for defensive purposes.
Fast-forward to the year 1986. The hellgates are broken, and demons escape from their confines, hell-bent on reaping vengeance on the Reapers and their lost king. Taking advantage of the chaos, the menos formed together and launched a full-scale attack as well. Despite the losses and judgement they had suffered at the hands of the Shinigami, the Quincy took up arms, and helped vanquish the threat and restore peace and stability. It was this war that earned the Quincy their freedom, and enabled them to at last begin rebuilding their infrastructure.
Today, the Quincy have regained a portion of their former strength, and have a reasonable, albeit somewhat strained, relationship with the Gotei 13 (maintained due to the vigilance of the 13th division.) With all the supernatural activity going on in Japan, Quincy councils from across the globe have sent men (from one or two here or there, to entire families) to aid in the defense of the Land of the Rising Sun, and gather information on the spiritual residue left behind by the hellbreak.
During the time of sorrow, society evolved around the Quincy. As such, those few that remained needed to discard the weapons they originally used as foci for their Reiatsu, and instead learned to channel their powers through religious artifacts of importance to them, manifesting weapons from their own energy, or spontaneously soul-synthesizing solid Reishi weapons.
Each of the larger councils has their own history and culture. Below are some of the larger ones that are growing once more.
British: The British Quincy council tend to focus on propriety and order. The most common weapon of choice among British Quincy is the English Longbow, with the Irish Sling coming in second.
French: The French Quincy council prioritize appearance and elegance. Among French Quincy the most common weapon is a Crossbow.
German: Germany is the center of the western Quincy world, in which procedure and technical matters are of primary import, where all manner of weapon choices are spread nearly equally, though various sorts of bows are more common than others.
Mongolia: Ancestral home of the Quincy, the Mongolian Quincy tend to focus on efficiently hunting threats, with less regard to societal matters than most European quincy. Here on the steps, the favored weapon is the Mongolian Compound Bow.
Japan: in Japan, the Quincy among the clergy gave rise to the 'archer priests' in mythology. Japanese Quincy tend to honor tradition above all else, with the favored weapon being the Yumi bow.
America: in the United States (and Canada), the Quincy were generally far less organized, more focused on protecting themselves and those around them than on building any sort of organization. Cut off from the Great Councils, these Quincy family lines are generally more independent, and are more apt to defy tradition and blaze their own trail. Among the american Quincy, the most common weapons are Muskets and native american bows, depending on their heritage. (Though American quincy are more likely to take some off the wall weapon like a slingshot or boomerang than any other region.)
TL;DR
Quincy originate in Mongolia from a clan of spiritualists and slowly spread across the world. Local Councils send representatives to regional councils which send representatives to continental councils, which all submit under the Global Council set in Karakura (which is the 'most spiritually rich area' or whatever the story is on that.)
There was a purge in the 1700's which reduced the numbers to only a few scattered surviving families which have slowly grown into the clans today.

I didn't read it in complete detail but from what I scanned, I liked a lot actually. I am in favor of allowing creative and unique original backstories for existing factions. It adds more depth to the world we are shaping which is a VERY good thing considering Kubo didn't do that well of a job explaining it to us. So yeah I give this my stamp of approval. Alternate History in general is a fun genre for me and this is similar to how I plan for the Tenshi House to of came about.
